hope this fix your issue Right, bar's [[scope]] is assigned when the function is created; it's Step 9 in §13.2 ("Creating Function Objects").
You're correct that in this case, bar is created when, in the step-by-step order of the code, you reach
code :
return function bar() {

will help you Why is the property internal in the first place? If you want to have public access to it, make it public. I assume you have some control over this, as otherwise you wouldn't be able to add a public method to access it in the first place.
If you only want selected other assemblies to be able to access it, InternalsVisibleTo is your friend (pun not intended) - but as Erik says, you should think about the design carefully at that point.

I wish this help you It appears that [[Scope]] has been replaced by [[Environment]] in ES2015. Section 9.2.4 (FunctionInitialize) states:
Set the [[Environment]] internal slot of F to the value of Scope.

will be helpful for those in need I might get some downvotes here, but I've actually found conflicting information through normal searches and would like a definitive answer other people can also easily find. , No, actually it is like this:
code :
static ClassName()
{
    foo = GetMyStrings();
}

around this issue
Nesting controllers using ng-controller results in normal prototypal inheritance.
code :
app.controller('parentCtrl', ['$scope', '$interval',
  function($scope, $interval) {
    $scope.data = {};
    $scope.data.parentVal = 0;

    $scope.$watch('data.parentVal', function() {
      console.log('parentVal has changed!!!, A message from parentCtrl');
    });
  }
]);

app.controller('firstChildCtrl', [ '$scope', '$interval',
  function($scope, $interval) {
    $scope.$watch('data.parentVal', function() {
      console.log('parentVal has changed!!!, A message from firstChildCtrl');
    });
  }
]);

app.controller('secondChildCtrl', [ '$scope', '$interval',
  function($scope, $interval) {
    $interval(
      function() {
        $scope.data.parentVal++;
      }, 1000
    );
  }
])
