To fix the issue you can do I'm working on a rails project where I have a User, that has_many Teams through a Membership model. The User has a privacy setting which can be (public, private or protected) , I'm assuming the following setup:
code :
class User < AR
  has_many :memberships
  has_many :teams, through: :memberships
end

class Membership < AR
  belongs_to :user
  belongs_to :team
end

class Team < AR
  has_many :memberships
  has_many :teams, through: :memberships
end
sql = <<QUERY
SELECT users.* FROM users WHERE users.privacy_setting = 'public'
UNION
SELECT users.* FROM users JOIN memberships ON users.id = memberships.user_id
WHERE memberships.team_id IN (#{current_user.team_ids})
AND users.privacy_setting = 'protected'
QUERY

# use the paginated find_by_sql method (provided by will_paginate)
User.paginate_by_sql(sql, page: params[:page], per_page: 50)

it helps some times In order for a join to actually filter, it needs to be a joins and not an includes. So, first of all, you'll need to do
code :
  scope :for_venue_manager, -> (user) {
        joins(:venue_managers).where('venues_venue_managers.user_id = ?', user) }
  scope :for_venue_manager, -> (user) {
        joins(:venue_managers).where('venues_venue_managers.user_id = ?', user).
        group(:venue_id).having('count(user_id) =  1') }
  scope :for_venue_manager, -> (user) {
        joins(:venue_managers).where('venues_venue_managers.user_id = ?', user).
        filter {|v| v.venue_managers.length == 1 } }

wish of those help Find max counts for trimmed strings in the inner query and use those counts in the outer query while joining.
code :
SELECT T.Fqdn
FROM
YOUR_TABLE T
INNER JOIN
(SELECT LEFT(Fqdn, 4) Fqdn_Trim, MAX(RefQty) as MAX_COUNT
FROM YOUR_TABLE
GROUP BY LEFT(Fqdn, 4)) A
ON LEFT(T.Fqdn, 4) = A.Fqdn_Trim AND T.RefQty = A.MAX_COUNT
ORDER BY T.RefQty DESC;

I think the issue was by ths following , If i got it right, I think the idea here is to fetch the number from next max(key) provided the number for current max(key) is null.
code :
select a.key,c.Number,a.type from tableA a
join (select max(key) as key from tableA) b on a.key = b.key
join (select number from
(
  select number from tableA
    where number is not null
      order by key desc
)where rownum = 1)c on 1=1;
