will help you this problem sounds like you've missed to specify a character encoding somewhere. to solve this, simply make sure you've set character encoding to utf-8 everywere (it doesn't actually need to be utf-8, just the same everywhere - but if you've messed up something and need to change some places anyway, i'd strongly recommend using utf-8):
code :
collation_server = utf8_unicode_ci
character_set_server = utf8
SET NAMES 'utf8';
CHARSET 'utf8';
mysql_set_charset('utf8', $conn);
CREATE TABLE `my_table` (
  -- ...
header('Content-type: text/html; charset=utf-8');
<meta http-equiv="Content-type" content="text/html; charset=utf-8" />
<form accept-charset="utf-8" ...>

wish helps you HTML Entities:
Judging by your screenshot, the database contains HTML encoded entities which means that sometime before saving your data in the DB you are altering it by applying htmlentities over it.

wish helps you In UTF-8 ç is encoded as two bytes (C3 A7), therefore byte-by-byte comparison won't work. Consider substr_count:
code :
$s = "abçdeç";
print substr_count($s, 'ç'); // 2
function utf8_char_count($s) {
    $count = [];
    preg_match_all('~.~u', $s, $m);
    foreach($m[0] as $c)
        $count[$c] = isset($count[$c]) ? $count[$c] + 1 : 1;
    return $count;

print_r(utf8_char_count('çAüθç')); // [ç] => 2 [A] => 1 [ü] => 1 [θ] => 1
