I think the issue was by ths following , You can achieve this with the new User Notification framework introduced in iOS 10.
There have a UNLocationNotificationTrigger which let you specify a CLRegion. A notification will be post when the user’s device enters or leaves the CLRegion. Use the CLRegion object to specify whether to deliver notifications on entry, on exit, or both.

around this issue I found a few guides that had different ways of approaching this, you need to import CoreLocation then you'll want to register the CLLocationManagerDelegate in the ViewController function in ViewController.swift.

To accomplish this, you would send the GCM push notification to all of your users (unless you had a way, server-side of filtering some of them out). Then in your application, instead of just creating a Notification and passing it to the notification manager, you would first use the LocationManager (or the newer LocationServices API) to determine if the user is within the proper location first, and then just discard the GCM notification if they're not.

With these it helps How about 'Way 1.5' (a combination of 1 and 2)?
You can grab the location of the user and send it to the service. It will respond with notification using a broad range (eg city wide). The application will only show the notification for the actual range.

You can extend this with using CLLocationManager:: startMonitoringSignificantLocationChanges to restart the process of listening to locations after the app has been killed. Depending on your accuracy needs there are many other optimizations that can be done regarding battery life, like checking more frequently when a user speeds up etc.
