Hope that helps In order to replace the content of string using str.replace() method; you need to firstly decode the string, then replace the text and encode it back to the original text:
code :
>>> a = "hi »"
>>> a.decode('utf-8').replace("»".decode('utf-8'), "").encode('utf-8')
'hi '
>>> import re
>>> re.sub(r'[^\x00-\x7f]',r'', 'hi »')
'hi '

may help you . I think the problem is that È in utf-8 is a multibyte character consisting of \xc3 and \x88 and sed can't seem to deal with that for whatever reason. As @Jack suggested, tr might be a better tool for the job (tested in bash for windows which doesn't have pcregrep):
code :
user@PC:~$ grep -P '[^\x00-\x7f]' | tr 'È' 'W'
19.1262 N   123.07136   123  4.2812 WW   23.6    115.06     0.0000   96.00
iconv -f utf-8 -t iso-8859-15 -o <converted-file> <input-file>

I hope this helps . Use \x1B in your regex to check the hexadecimal character 0x1B
In exemple, if you want to find the character B that has the hexadecimal value 0x42, you can use /\x42/

wish help you to fix your issue Just join the two lists of special characters, don't put them in a list for random.choice. One liner example:
code :
''.join(i if i != ' ' else random.choice(string.punctuation + string.digits)
    for i in q)
result = ''
for i in q:
    if i != ' ':
        result += i
    else:
        result += random.choice(string.punctuation + string.digits)
q = result
q = ''.join( LIST_COMPREHANSION )
EXPRESSION for i in q
i if i != ' ' else random.choice(string.punctuation + string.digits)
