To fix the issue you can do Not sure I quite understand your question, but I'll try to help by giving my best understanding of templating and how I have come to use them. If someone sees any incorrect information here, please speak up so I can get a better understanding myself and correct this answer.
First, the Template.XXX.events handlers. In your event handler, you are using a function with no arguments. You can actually accept 2 arguments for these event handler functions: the event and the template. So, you can do something like thus:
code :
Template.controlBar.events({
  'click .play_button': function(event, tmpl) {
    tmpl.$('div#progress-circle').doSomething();
  }
});
Template.controlBar.helpers({
  progressData: function() {
    if (!Session.equals('playId', null)) {
      return Progress.findOne({_play_id: Session.get('playId')});
    }
  }
});

Meteor template data context not available in template.created upon refresh

Meteor template data context not available in template.created upon refresh

seems to work fine I use the template data context inside a template's created function. , If you want to wait until data come then use waitOn.
code :
this.route('temp', {
    waitOn:function(){
      return this.subscribe("nameOfPublishFunction");
    },
    data: function() { return MyCollection.findOne(someId); },
    ...
}
Router.onBeforeAction("loading");

this will help Prior to meteor 1.0.4, created was a function available to all templates that ran prior to any of the template logic (events, rendering, helpers, etc.). In 1.0.4, it was replaced with onCreated which is a function that registers callbacks (again each callback runs once before any template logic).
created was left in place so as not to break existing code, but is considered deprecated in favor of onCreated.
code :
Template.myTemplate.created = function() {console.log('here');};
Template.myTemplate.onCreated(function() {
  console.log('hello');
});
Meteor progressbar for template subscriptions with actual progress

I hope this helps . Looking at the implementation in the package you mention (https://github.com/Multiply/iron-router-progress/blob/master/progress.coffee), it is literally using random numbers to move the progress bar forward. Looking at docs.meteor.com, I don't see any hooks in subscriptions that would allow you to do a meaningful progress bar tied to progress.
Instead, use Template.subscriptionsReady to either load your content or a loading spinner/etc.

With these it helps Here an live example of the effect you want.
You can notice that two things have changed.
code :
var circle = $(".circle")
  .circleProgress({
    value: 0.5,
    fill: "rgb(127,127,0)"
  })
  .on("circle-animation-progress",
    function(event, animationProgress, stepValue) {
      var instance = $(this).data("circle-progress");
      instance.arcFill = setGradient(stepValue);
  });

setTimeout(function() {
  circle.circleProgress("value", 0.6);
}, 3000);
function setGradient(value) {
  // Start with: "if (value == 0.01)"
  let color = "rgb(127,127,0)";
  if (value >= 0.5) {
    color = "rgb(127,127,0)";
  }
  if (value >= 0.51) {
    color = "rgb(132,122,0)";
  }
  if (value >= 0.52) {
    color = "rgb(137,117,0)";
  }
  if (value >= 0.53) {
    color = "rgb(142,112,0)";
  }
  if (value >= 0.54) {
    color = "rgb(147,107,0)";
  }
  if (value >= 0.55) {
    color = "rgb(153,102,0)";
  }
  if (value >= 0.56) {
    color = "rgb(158,96,0)";
  }
  if (value >= 0.57) {
    color = "rgb(163,91,0)";
  }
  if (value >= 0.58) {
    color = "rgb(168,86,0)";
  }
  if (value >= 0.59) {
    color = "rgb(173,81,0)";
  }
  if (value >= 0.6) {
    color = "rgb(178,76,0)";
  }
  // ... etc until: "if (value == 1.00)"
  return color;
}

wish of those help If I understand your situation correctly, you need the template {{balance}} expression to be set at a time you decide vs. when the collection gets a result from the server. So you could use Session to set a value when you like. Below is an example:
