it should still fix some issue The button is underneath the textbox. You need to set the multiline property to true.
E.g.
code :
sampleTextBox.Multiline = true;
        sampleButton.Click += delegate {
            Size s1 = sampleTextBox.MinimumSize; // always returns the set MinSize
            sampleTextBox.Multiline = !sampleTextBox.Multiline;
            Size s2 = sampleTextBox.MinimumSize; // always returns the set MinSize
            panelLayout.Invalidate(true);
            panelLayout.PerformLayout();
        };

it should still fix some issue It turns out that when you preview the form in the process editor it doesn't honor the MinimumSize flag. Once I uploaded the new work item template to the TFS server it showed up correctly.

wish helps you Since you're giving your div a fixed width, just add on overflow:hidden; to it's style and the overflow from the table won't show.

Hope that helps You could take a look at Responsive data tables. If that does not suit your needs, you could use JavaScript to re-create your table views as divs. This would be the easiest if you can get table data as JSON, which would be transformed into either tables or divs - depending on resolution. If you can't have it as JSON, you can always use jQuery's html() or text() to get the data from table cells and re-draw into divs.

Visual Studio Form Designer Changes Layout When Reopened Because Of MinimumSize

This might help you This is a designer bug of course. It is induced by a feature in Winforms that is generally a trouble-maker for the designer, it never actually stores the Size property. Something you can see in the auto-generated code in the form's Designer.cs file. Instead, it stores the ClientSize and calculates Size based on that value. A very necessary feature, the height of the caption bar is unpredictable, it depends on user config.
What triggers the bug in your case is setting the ControlBox property to False. That also disables the Icon and that gums up the outer size calculation. Something to do with the order in which properties are assigned, I think, the Form class ought to implement ISupportInitialize but doesn't. The value 38 for MinimumSize.Height is a side-effect, that's the height of the caption bar on your machine. You can't make the window smaller than that. A constraint that's also applied at design time, another quirk.
code :
    public Form1() {
        InitializeComponent();
        this.ControlBox = false;
    }

this one helps. Table layout fixed means that the table will use the first row to define it styles - as you have a colspan of 4 in your first row, it will not know what widths to give to the columns in the second row and therefore splits them equally.
From MDN about table layout fixed:
code :
table {
  table-layout: fixed;
  width: 100%;
}

th,
td {
  border: 1px solid black;
}

col:first-child {
  width: 5%;
  background-color: lightblue;
}

col:nth-child(2) {
  width: 70%;
  background-color: lightpink;
}

col:nth-child(3) {
  width: 10%;
  background-color: lightgreen;
}

col:nth-child(4) {
  width: 10%;
  background-color: #a9a9a9;
}

col:nth-child(5) {
  width: 5%;
  background-color: #d4d4d4;
}
