Hope this helps You can make coorodinator's "start" refer to a variable - startTime, then overwrite its value with sysdate from command line, such as:
code :
 oozie job -run -config ./coord.properties -DstartTime=`date -u "+%Y-%m-%dT%H:00Z"`
<coordinator-app name="my-coord"
    frequency="${frequency}" start="${startTime}" end="${end}" timezone="UTC"
    xmlns="uri:oozie:coordinator:0.4">
    <action>
            <workflow> ...
...
startTime=2014-05-19T22:00Z
end=2015-01-19T22:08Z
frequency=60 ...

To fix the issue you can do Solution found: the key is the property oozie.wf.workflow.notification.url
add in the workflow configuration file, the following parameter
code :
<property>
<name>oozie.wf.workflow.notification.url</name>
<value>http://server_name:8080/oozieNotification/jobUpdate?jobId=$jobId%26status=$status</value>

will help you You can not suspend a coordinator based on the failure of a workflow (from coordinator action).
If the output of the workflow have a certain pattern then you can use that and check it at the start of the workflow.
Oozie coordinator creates 12 workflow jobs for one action

I think the issue was by ths following , Did you check if the date in all those 12 workflows is the same?
If you choose to set the start date in the past, Oozie will compensate for the missing workflows. Not sure why only 12
