I wish this help you Your stylesheet looks like it is doing more than just checking for "MANYPOL" and "MANY" but I will focus just on the task in hand...
Consider using a key to look up the underlyingPolicy elements by the relevant indicators
code :
<xsl:key name="policy"
         match="underlyingPolicy"
         use="concat(CategoryCd, '|', selectedInd, '|', deletedInd)" />
<xsl:when test="linesOfInsurance/underlyingPolicy
                   [PolicyNo != key('policy', concat(CategoryCd, '|', selectedInd, '|', deletedInd))/PolicyNo]">
<xsl:when test="linesOfInsurance/underlyingPolicy
                   [PolicyNo = key('policy', concat(CategoryCd, '|', selectedInd, '|', deletedInd))/PolicyNo]">
<xsl:key name="policy_with_no"
         match="underlyingPolicy"
         use="concat(PolicyNo, '|', CategoryCd, '|', selectedInd, '|', deletedInd)" />
 <xsl:when test="linesOfInsurance/underlyingPolicy
                    [key('policy_with_no', concat(PolicyNo, '|',CategoryCd, '|', selectedInd, '|', deletedInd))[2]]">
<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform" version="1.0" >
    <xsl:output method="xml" indent="yes" />

    <xsl:key name="policy" match="underlyingPolicy" use="concat(CategoryCd, '|', selectedInd, '|', deletedInd)" />
    <xsl:key name="policy_with_no" match="underlyingPolicy" use="concat(PolicyNo, '|', CategoryCd, '|', selectedInd, '|', deletedInd)" />

    <xsl:template match="/policy">
        <PWResponse>
            <xsl:choose>
                <xsl:when test="linesOfInsurance/underlyingPolicy[PolicyNo != key('policy', concat(CategoryCd, '|', selectedInd, '|', deletedInd))/PolicyNo]">
                    <ReturnCode>FAILURE</ReturnCode>
                    <ReturnReasonCode>MANYPOL</ReturnReasonCode>
                </xsl:when>
                <xsl:when test="linesOfInsurance/underlyingPolicy[key('policy_with_no', concat(PolicyNo, '|',CategoryCd, '|', selectedInd, '|', deletedInd))[2]]">
                    <ReturnCode>FAILURE</ReturnCode>
                    <ReturnReasonCode>MANYPOL</ReturnReasonCode>
                </xsl:when>
                <xsl:otherwise>
                    <ReturnCode>SUCCESS</ReturnCode>
                    <ReturnReasonCode></ReturnReasonCode>
                </xsl:otherwise>
            </xsl:choose>
        </PWResponse>
    </xsl:template>
</xsl:stylesheet>

Hope that helps Some ideas:
You need to quote your $f in the grep line to deal with files with spaces in their names. Perhaps you should use -f rather than ! -d, otherwise your find may hang on fifos. For me the \t escape didn't work as a tab match, it consumed a leading t in a test case file line, so I just inserted a raw tab character in the script instead. Use the double square bracket test otherwise you need an operator in there, or at least some quotes.
code :
find . -type f | while read f
do
        # raw tab in here ------------------- v
        line=`grep -i 'todo' "$f" | sed 's/^[  ]*//'`
        if [[ $line ]]; then
                echo "$f:"
                echo "$line"
        fi
done

will be helpful for those in need IIUC,
we can merge then use a simple filter with column assignment :
code :
df2.columns = df2.columns.str.lower()
df_new = pd.merge(df1, df2[["job", "agemin", "agemax", "output"]], on="job", how="left")

df_new.loc[
    ~((df_new["Age"] >= df_new["agemin"]) & (df_new["Age"] <= df_new["agemax"])), "output"
] = "Uncategorised"
print(df_new)

   job Education Age Number_of_relatives agemin agemax output
0    1          1   25                    5    25.0    34.0      Category1
1    1          2   23                   20    25.0    34.0  Uncategorised
2    3          4   26                   50    45.0   100.0  Uncategorised
3    2          1   37                  100    35.0    44.0      Category2
4    4          3   29                   34     NaN     NaN            NaN
