With these it helps To handle a POST request with POST parameters data1, data2, ... dataN, you can do something like this. This uses a class-based view (CBV).
code :
from django.views.generic.base import View
from django.http import HttpResponse

class MyView(View):

    def get(self, request):
        do_something()
        return HttpResponse('GET Success!')

    def post(self, request):
        # Retrieve POST parameters
        data1 = request.POST.get('data1', '')
        data2 = request.POST.get('data2', '')
        # ...
        dataN = request.POST.get('dataN', '')

        # Perform whatever validations you need
        perform_validations()

        # Create your object based on validated user input.
        YourModel.objects.create(
            data1=data1,
            data2=data2,
            # ...
            dataN=dataN
        )

        # Do whatever else you need to.
        do_something_else()

        # Return a response.
        return HttpResponse('POST Success!')
from django.views.generic.base import View
from django.http import HttpResponse

def my_view(request):

    if request.method == 'GET':
        do_something()
        return HttpResponse('GET Success!')

    elif request.method == 'POST':
        # Retrieve POST parameters
        data1 = request.POST.get('data1', '')
        data2 = request.POST.get('data2', '')
        # ...
        dataN = request.POST.get('dataN', '')

        # Perform whatever validations you need
        perform_validations()

        # Create your object based on validated user input.
        YourModel.objects.create(
            data1=data1,
            data2=data2,
            # ...
            dataN=dataN
        )

        # Do whatever else you need to.
        do_something_else()

        # Return a response.
        return HttpResponse('POST Success!')

hop of those help? That parameters line seems to you strange, but actually it's the way how nested forms for has_many relations work, so mostly you implemented everything right, but I think you don't need a nested form here.
You would need nested form if you wanted to create or update the question AND one or many answers belonging to it AT ONCE, with one request.
code :
def show
  @question = Question.find(params[:id])
  @answer = @question.answers.build
end
<div class="question-answers">
  <%= simple_form_for @answer, remote: true do |f| %>
    <%= f.hidden_field @answer.question_id $>
    <%= render 'answers/form_fields', f: f %>
    <%= f.submit "Save" %>
</div>
<div class="fields">
  <p class="lable">Answer</p>
  <p class="field">
    <%= f.text_field :answer_text %>
  </p>
  </br>
</div>
Processing by AnswersController#create
def create
  @answer = Answer.create(@answer_params)
end

this will help After observing your code, In region(#region Insert data to database) that you shared, I think there was no problem in your code.
Make sure userBLL object is not null that you passed in function Insert. So debug your code one more time.
