it should still fix some issue Try to explicitly require the class in your code above your module definition like this:

require 'i18n/backend/active_record'

this one helps. Here how I implemented:
I kept locale folder like this in my project:
code :
-Project  #*main Project directory
  -apps
  -apps
  -templates
  -project
     -settings.py
  -locale              #outside project folder but within main Project
     -ru_RU
       -LC_MESSAGES
          -django.po
PROJECT_PATH = os.path.dirname(os.path.abspath(__file__))

 LOCALE_PATHS = (
    os.path.join(PROJECT_PATH, '../locale'),

)
LANGUAGES = (
    ('en-us', 'English'),
    ('ru_RU', 'Russian'),
)


LANGUAGE_CODE = 'en-us' 'ru_RU' 
django.middleware.locale.LocaleMiddleware

wish helps you That can be easily achieved by redefining the Grails' message bundle bean, specifying an external, absolute path:

    if (Environment.current == Environment.PRODUCTION) {
