I wish this helpful for you The characters are U+1F49B YELLOW HEART and U+1F33B SUNFLOWER. They are relatively new as coded characters (though somewhat older as emoji symbols implemented using other techniques), and few fonts contain them: Segoe UI Symbol, Segoe UI Emoji, Quivira, Symbola, and maybe some other, very new or specialized fonts. The Segoe UI fonts are available in new versions of Windows, possibly depending on the installation of updates (Microsoft nowadays delivers some fonts and extensions to fonts via Windows update mechanisms). The other two are free fonts that users may download and install, but they are probably not pre-installed in any computer.
Thus, if the user’s system lacks those fonts, the characters do not appear; instead, some indicator of an unrepresentable character is shown.

it fixes the issue if you can check in my code here, you can see that the "umlauts" or the special letters in german are not displaying properly. How can i display them properly do i have to put something in my code? , Your pages header says that it's in UTF-8, but the contents has:

will be helpful for those in need MySQL does NOT strip html tags. If they're being removed upon insertion (or retrieval), then it's something in your code doing it, not MySQL.
Given that the quotes in your snippet are escaped, you've almost certainly got magic_quotes enabled, and/or a home-brew SQL escaping function run amok.

wish help you to fix your issue First, of course: what code set is MySQL returning? Or perhaps: what code set was used when writing the data into the data base?
Other than that, I don't think you'll be able to avoid using either wide characters or multibyte characters: for single byte characters, German would use ISO 8859-1 (code page 1252) or ISO 8859-15, Polish ISO 8859-2 (code page 1250). But what are you doing with the characters in your own code? You may be able to get away with UTF-8 (code page 65001), without many changes. The real question is where the characters originally come from (although it might not be too difficult to translate them into UTF-8 immediately at the source); I don't think that Windows respects the code page for input.

hope this fix your issue What's the encoding of your file? It should be UTF8 too. What's the default charset of your http server? It should be UTF-8 as well.
