wish helps you It does ALL work as long as you didnt output the scripts yet. You need to understand the execution order. Views first, then layout. Once the layout renders, and once you output the buffered content, you cannot use buffered output anymore (using inline false). You would THEN need inline true and directly echo it.

may help you . You're approaching this in a very backwards way. Your Controller should be preparing the data for a View; whereas in your code you are preparing the data in the View to pass to the Controller.
Passing HTML in the route is really not a good idea. It would be better to generate the HTML using a View template from within your controller action:-
code :
public function generatePDF($id = null)
    $View = new View($this, false);
    $View->set(compact('some', 'vars'));
    $html = $View->render('view_name', 'layout_name');

    require 'mpdf/mpdf.php';
    $mpdf = new mPDF();
    $mpdf->WriteHTML($html);
    $mpdf->Output('Pdf Report.pdf','D');
    die;
}

This might help you All special chars will be converted to html entities, unless you disable this behavior, using escape option. Code below should output what you want:
code :
<?php echo $this->Html->link(
$this->Form->button("Continue", ["type" => "button", "class"=>"btn btn-dark
btn-theme-colored btn-flat mr-5"]),
array(
    'controller' => 'my_controller',
    'action' => 'my_action'
),
array(
    'escape' => false
));?>

wish helps you You can't execute php code inside of single quotes, and you can't do ternary operators inside of double quotes or single quotes. Store it in another variable and run it that way.
code :
$class = ($page_title=='Cart') ? "class='nav-item active'" : '';
echo "<li $class>";
