I wish did fix the issue. The short answer: it can't be done in that way. The main reasons:
In the res/layout folder all .xml files are precompiled, so Android can use them as resources. In assets folder all files remain intact, so the app can read them as regular files. (In your code example you get InputStream, not resource ID). Android automatically manages layouts located in the res/layout folder, searching the best matched to current screen resolution, orientation, locale, etc.

this one helps. Have a look at this link, where they use the same admin subdirectory grouping (link broken) example. The example is for an older version of Rails, but should be relatively valid for Rails 3.2.

I think the issue was by ths following , Here is my code to create Directory. It Works on local-end but if I host this web app then will get the ERROR MESSAGE : PATH NOT FOUND , Try using Server.MapPath as follow

Directory.CreateDirectory(rootPath + "/" + txtDirName.Text);

I hope this helps you . You can create/remove directories from a Django view using os and/or shutil.
Your views.py will go something like this -

    static_dir = settings.STATICFILES_DIRS[0]

    #Creating a folder in static directory
    new_dir_path = os.path.join(static_dir, "new_dir")

            #directory already exists

    #Removing a directory
    except OSError, e:

    #do the things you want
