it helps some times I know how to achieve what you expect with VSPackage Extensions, provided by Visual Studio 2013 SDK. You can develop extension which listens to document's save event and than can do whatever you like with the file (eg. move it's copy to your Apache application directory). You can also subscribe to Add, Remove, Rename, Open, Opening and Close events.

like below fixes the issue Found out that I had an old .wpp.targets file from VS 2010, it was called ~DMWebClient.wpp.targets. In VS 2010, by renaming it, it would ignore it and not apply it. It seems like VS 2013 applies any .wpp.targets files regardless of the file name.
By removing that file, web deploy works again.

I hope this helps you . I'm not aware of an easy way to do this completely automatically on file save, but you may be able save yourself some trouble by using External Tools (under Tools / External Tools).
It's possible to substitute macros for things like the full path to the current file, etc. You get a menu item under Tools, and you can assign a keyboard shortcut to it.

seems to work fine I don't know why, but if you go to the folder and manually create an empty file of the same name as your project, when you try to save, it will respond, "File exists, Overwrite?" and when you select [Yes], it creates the project without a problem.

Open the report in Visual Studio 2013.
