seems to work fine I am not sure whether you are using angular 1.1.6 or not since ng-repeat-start and ng-repeat-end are not available in 1.1.5 or 1.0.7 yet.
However, you don't actually have to use the new directives to achieve that. You can simply implement it like this for right now:

it fixes the issue Your issue is because of holes in the array (sparse array). I can see your first item array is of length 39 but you really do not have 39 items in the array. It is quite visible by looking at your snapshot (0, 9, 16,22 etc..). ng-repeat attaches a tracking id by default (unless you set a track by) to each repeated item as a $hashkey property, but when one of the items is not available it is literally undefined (items[1]) so that (undefined) will be set as key, but then again it gets another undefined item (items[2]) so it throws duplicate in repeater error. You can quick fix by doing a track by $index.

it should still fix some issue The solution I used for this was a recursive function that set a timeout and searched for the id of the last object in the repeat statement until it exuisted. The id could not exist until the dynamic data from the $watch fully loaded in. This guaranteed all my data was accessible.
Code looked similar to this

may help you . First of all you should target the tabs as id's, and you could set each tab to have the same id as data.category, not $index; toggle should be data-toggle, otherwise it will never work with bootstrap tabs :
