To fix this issue AttributeError: 'module' object has no attribute 'openssl_md_meth_names' , I would try:

sudo apt-get install --reinstall python2.7

Any of those help The output from listdlls.exe shows that there's no problem loading the dependency ws2_32.dll (Winsock), which would be surprising to say the least. So the problem is that it's trying to load the wrong _socket.pyd.
In the comments it was confirmed that loading _socket.pyd worked when an absolute path was passed to imp.load_dynamic. It turns out that the system had the environment variable PYTHONPATH set to include C:\Python27\DLLs. The solution was to simply unset this environment variable.

Hope that helps After a fresh install of python3 and python-pip I get this when I try to do anything with pip. , try to install (or reinstall) pyOpenSSL :

should help you out It seems like a network problem.
If you can open https://pypi.python.org/simple/openpyxl/ in your browser, then it may be some other issue.
