I wish did fix the issue. I would create a table that has entries/ips you want to ignore. or if you think it won't change much, just us a variable
code :
def index(request):

    from ipware.ip import get_ip
    ip = get_ip(request)
    ....
    if ip not in LIST
        (save to table)

I wish this help you I don't see what the problem is with creating a Service, even if it is only used for this activity.
That being said, have a look at the TimerTask. It seems to do what you want.

hope this fix your issue Use Observable.interval and to prevent overlapping requests from service.getAthletes() subscribe on a single threaded Scheduler within the flatMap:

it fixes the issue You can now use enqueueUniquePeriodicWork method. It was added in 1.0.0-alpha03 release of the WorkManager.
