To fix the issue you can do In the newest support v7 library, there is a class for dong just what you need. From the documentation:
code :
Palette.generateAsync(bitmap, new Palette.PaletteAsyncListener() {
    @Override
    public void onGenerated(Palette palette) {
        // colors generated
    }
});

seems to work fine The code shown in your question is missing some critical parts to fully understand your problem, but it sounds like you're creating a new bitmap for every frame. Since Android only allows for about 16MB of allocations for each Java VM, your app will get killed after about 52 frames. You can create a bitmap once and re-use it many times. To be more precise, you are creating a bitmap (Bitmap.CreateBitmap), but not destroying it (Bitmap.recycle). That would solve your memory leak, but still would not be the best way to handle it. Since the bitmap size doesn't change, create it once when your activity starts and re-use it throughout the life of your activity.

Any of those help you can use the Canvas property of the TBitmap, setting the Brush to the color which you want to use, then call FillRect function to fill the Bitmap.
try something like this :
code :
procedure CreateBitmapSolidColor(Width,Height:Word;Color:TColor;const FileName : TFileName);
var
 bmp : TBitmap;
begin
 bmp := TBitmap.Create;
 try
   bmp.PixelFormat := pf24bit;
   bmp.Width := Width;
   bmp.Height := Height;
   bmp.Canvas.Brush.Color := Color;
   bmp.Canvas.FillRect(Rect(0, 0, Width, Height));
   bmp.SaveToFile(FileName);
 finally
   bmp.Free;
 end;
end;

This might help you I just solved it & figured it out my self , Actually it is a small look over for android loading of images:
code :
  @Override
    public void run() {
        // TODO Auto-generated method stub
        learn_full_iv.setVisibility(View.VISIBLE);
        learn_full_iv.startAnimation(anim);

        switch (id) {
        case R.id.a:
            //learn_full_iv.setImageResource(R.drawable.aeroplane);
            learn_full_iv.setImageBitmap(decodeSampledBitmapFromResource(
                    getResources(), R.drawable.aeroplane, learn_full_iv.getWidth(), learn_full_iv.getWidth()));
            Toast.makeText(getApplicationContext(), "Width : " + learn_full_iv.getWidth() + "Height : " + learn_full_iv.getHeight(), Toast.LENGTH_SHORT).show();
            playSound(1, 2);
            break;
    ...........
 learn_full_iv.setImageBitmap(decodeSampledBitmapFromResource(
                getResources(), R.drawable.aeroplane, learn_full_iv.getWidth(), learn_full_iv.getWidth()));

hope this fix your issue The link you posted (Scaling an Image) already contains code, that renders a bitmap. All you need to do is replace the call to BitBlt with StretchBlt:
code :
BOOL DrawBitmap (HDC hDC, INT x, INT y, INT width, INT height, HBITMAP hBitmap, DWORD dwROP)
{
    HDC       hDCBits;
    BITMAP    Bitmap;
    BOOL      bResult;

    if (!hDC || !hBitmap)
        return FALSE;

    hDCBits = CreateCompatibleDC(hDC);
    GetObject(hBitmap, sizeof(BITMAP), (LPSTR)&Bitmap);
    SelectObject(hDCBits, hBitmap);
    // Replace with StretchBlt call
    //bResult = BitBlt(hDC, x, y, Bitmap.bmWidth, Bitmap.bmHeight, hDCBits, 0, 0, dwROP);
    bResult = StretchBlt(hDC, x, y, width, height,
                         hDCBits, 0, 0, Bitmap.bmWidth, Bitmap.bmHeight, dwROP);
    DeleteDC(hDCBits);

    return bResult;
}
case WM_PAINT:
{
    PAINTSTRUCT ps = { 0 };
    HDC hDC = ::BeginPaint( hWnd, &ps );
    RECT rc = { 0 };
    ::GetClientRect( hWnd, &rc );
    DrawBitmap( hDC, 0, 0, rc.right, rc.bottom, hBitmap, SRCCOPY );
    ::EndPaint( hWnd, &ps );
}
break;

I wish this helpful for you I can't speak for the strategy WhatsApp uses but the support library does offer 'com.android.support:palette-v7:23.1.1' which can do just that for you.
code :
Palette.generate(Bitmap toGetColorsFrom)
Palette.generate(Bitmap toGetColorsFrom, int maximumPaletteSize)
Palette.generateAsync(Bitmap toGetColorsFrom, PaletteAsyncListener listener)
Palette.generateAsync(Bitmap toGetColorsFrom, int maximumPaletteSize, PaletteAsyncListener listener)
Palette palette = Palette.generate(myBitmap);
Palette.Swatch swatch = palette.getVibrantSwatch();
toolbar.setBackgroundColor(swatch.getRgb());
Palette.getVibrantSwatch()
Palette.getDarkVibrantSwatch()
Palette.getLightVibrantSwatch()
Palette.getMutedSwatch()
Palette.getDarkMutedSwatch()
Palette.getLightMutedSwatch()
