help you fix your problem You just need to assign the expanded HOST environment variable to a local variable and prepend it to the strings in which you want to use it:
code :
Set wshShell = CreateObject( "WScript.Shell" )
host = wshShell.ExpandEnvironmentStrings( "%HOST%" )
wshShell = Nothing

sWebcastFlash = host & ":port/webcast/"
sWebcastInfra = host & "/webcast/"
sWebcastTelephone = host & ":port/telephone/"
Set wshShell = CreateObject( "WScript.Shell" )

sWebcastFlash = wshShell.ExpandEnvironmentStrings( "%HOST%:port/webcast/" )
sWebcastInfra = wshShell.ExpandEnvironmentStrings( "%HOST%/webcast/" )
sWebcastTelephone = wshShell.ExpandEnvironmentStrings( "%HOST%:port/telephone/" )

wshShell = Nothing

To fix the issue you can do What you're doing works fine on my system, so it's possible you forgot to "tell the system" to use the new version ~/.bashrc
Here is the output from my terminal after adding your lines to my ~/.bashrc:
code :
/home/amit/test/bin:/home/amit/test/bin:/usr/lib64/qt-3.3/bin:/usr/local/bin:/usr/bin:/bin:/usr/local/sbin:/usr/sbin:/sbin:/home/amit/bin
[amit@amit ~]$ source ~/.bashrc
[amit@amit ~]$ echo $PATH
/home/amit/test/bin:/home/amit/test/bin:/home/amit/test/bin:/usr/lib64/qt-3.3/bin:/usr/local/bin:/usr/bin:/bin:/usr/local/sbin:/usr/sbin:/sbin:/home/amit/bin

will help you You should use Environment.ExpandEnvironmentVariables before using windows variable:
code :
var path1 = @"%USERPROFILE%\AppData\Local\Google\Chrome\UserData\Default\Bookmarks";
var filePath1 = Environment.ExpandEnvironmentVariables(path1);

var path2 = @"%userprofile%\Music\Bookmarks";
var filePath2 = Environment.ExpandEnvironmentVariables(path2);

File.Copy(filePath1, filePath2, true);

fixed the issue. Will look into that further for anyone that gave me some advice. I decided to run 'env' from my test.sh script and see all the variables. From this I was able to decipher that indeed setting all the variables in /etc/apache2/envvars was the correct approach and I added an appendage to the PATH variable which was my problem to begin with.

like below fixes the issue This feature works fine for me. I believe that you have mistyped something.
Could you please create a new project and test the following steps? Maybe we can find what is your issue through a MCVE. Give me a feedback if this code does not work for you.
code :
serverless --version
serverless create --template aws-nodejs --name test-project
service: test-project

provider:
  name: aws
  runtime: nodejs4.3
  environment:
    VAR_1: foo

functions:
  hello:
    handler: handler.hello
module.exports.hello = (event, context, callback) => {

  console.log(process.env.VAR_1);

  const response = {
    statusCode: 200,
    body: JSON.stringify({
      message: process.env.VAR_1
    }),
  };

  callback(null, response);
};
serverless deploy
serverless invoke --function hello
{
    "statusCode": 200,
    "body": "{\"message\":\"foo\"}"
}

like below fixes the issue You need to use double quotes for your string to get variables expanded, ie:
code :
mail(subject: 'Jenkins Build', body: "Jenkins build $BUILD_TAG ran successfully", to: 'myemail')
