this will help you keep your data and the summary of your data in the same table ? Could you be more precise about the structure of the table ?
I think you should either have two tables (one for the data, the other one for aggregates) or have a 'type' field in your table, saying if it's a simple line of data or the result of an aggregate.
code :
INSERT into mytable (a,b,c,type)
    select count(a),MAX(b),c,'aggregate' from mytable
    where type='line' GROUP BY c

delete from mytable where type='line'

I wish this help you This code is somewhat ugly and dirtily put together, but it'll do the trick:
(ASSUMPTIONS:
code :
    Sub CreateSummaryTable()

    Dim cl As Range
    Dim StartCl As Range
    Dim TableRow As Integer

    Set StartCl = Range("B2")
    TableRow = 2

    For Each cl In Range("B2:B50")
        If cl.Value <> StartCl.Value Then
            Range("E" & TableRow).Value = StartCl.Offset(0, -1).Value
            Range("F" & TableRow).Value = cl.Offset(-1, -1).Value
            Range("G" & TableRow).Value = StartCl.Value

            Set StartCl = cl
            TableRow = TableRow + 1
        End If
    Next

    End Sub

this will help I think grouping the integer value of the quotient of the (Hour of your timestamp / 6) should help. Try it and see if it helps. Your group by should be something like
code :
group by year, month, day, trunc(EXTRACT(hour from TIMESTAMP) / 6)
    0 - 0:00 - 5:59:59
    1 - 6:00 - 11:59:59
    2 - 12:00 - 17:59:59
    3 - 18:00 - 23:59:59

To fix this issue There is no such function date_part(unknown, double precision). Documentation for date_part is here - it can accept timestamp or interval. Column utc_time is not timestamp.
You will need to use to_timestamp() function in your query (docs), something like:
code :
self
    .where{ name =~ 'MemoryInfo' }
    .where{ sony_alarm_test_id.eq(test_id)}
    .group("DATE_PART('hour', to_timestamp(utc_time) )").count
