hop of those help? I believe, but not 100% sure, that the issue is that you're missing @Valid on the MyBean parameter. I would also recommend to make it a separate class, rather than a static class.
Per the spec, validation constraints on methods where the object is a complex object need to have the parameter annotated @Valid to ensure that the constraints are cascaded.

around this issue I am developing a simple RESTFul service using JBoss-7.1 and RESTEasy. I have a REST Service, called CustomerService as follows: , You should use exception mapper. Example:

hop of those help? I finally fixed this. Turns out, a validation.xml is not really required, resteasy-cdi module does a fine job of registering the BeanManager. What I was missing and not clearly documented anywhere, is that if an annotation is placed on a method, the validation engine just "decides" what should be validated. I placed a @NotNull on a method and it was validating the return type, not the parameters. One can use validationAppliesTo element in some cases but @NotNull doesn't have it. When I moved it from the method to the parameter, it started working. Now I ran across what I believe is a Weld bug but I'll post that question separately.

hop of those help? It's not always the case that your ExceptionMapper will catch all exception under the Exception hierarchy. If there is another more specific mapper, say one for RuntimeException, that mapper will be used for all exception of RuntimeException and its subtypes.
That being said (assuming you're using resteasy-validation-provider-11), there is already a ResteasyViolationExceptionMapper that handles ValidationException.

hop of those help? Since you are using Jetty as standalone server, you have to define RESTEasy validation providers where you define ServletContextHandler. Note that in standalone server there is no container to scan for @Provider classes and to activate them, so you must do it manually.
I expect that you create and start your server app something like:

should help you out You should try using Hibernate Validator 6.0.2.Final (it's currently the latest available version). Next test does pass with this (latest) version of validator:
