I hope this helps . I try to install pygraphviz on Anaconda. I have done everything I found: , I just faced the same problem. The include path is incorrect. Use
code :
include_dirs = 'C:/Program Files (x86)/Graphviz2.38/include'
'C:/Program Files (x86)/Graphviz2.38/include/graphviz/graphviz/cgraph.h'

This might help you Setting library_dirs and include_dirs as suggested in the error message worked for me. This article shows how to set them. However, first make sure pygraphviz is actually installed.
code :
pip install --install-option="--include-path=/usr/local/include/graphviz/" --install-option="--library-path=/usr/local/lib/graphviz" pygraphviz

should help you out Temporarily disabling my anti-virus program did the trick for me. I am using the anti-virus program built into Windows 10.
Open the Windows defender security centre and switch off real-time protection. Install the package ipykernel, switch on the real-time protection again.
