this one helps. I defined the encoding filter refer to this document. And it works.
code :
import org.springframework.context.annotation.Bean;
import org.springframework.context.annotation.Configuration;
import org.springframework.web.filter.CharacterEncodingFilter;

@Configuration
public class FiltersConfig {

    @Bean
    public CharacterEncodingFilter characterEncodingFilter() {
        final CharacterEncodingFilter characterEncodingFilter = new CharacterEncodingFilter();
        characterEncodingFilter.setEncoding("UTF-8");
        characterEncodingFilter.setForceEncoding(true);
        return characterEncodingFilter;
    }

}

this will help Under ReSharper > Options > Tools > External Sources, select Default Visual Studio navigation (or "Navigation to Sources" for a wider set of navigation options incl. decompilation and fetching stuff from symbol servers)

wish help you to fix your issue Ideally this would be fixed in the api you are calling so it is returning the expected encoding. But you should be able to fix it this way:
code :
byte[] bytes = Encoding.GetEncoding(1252).GetBytes(Name);
var nameFixed = Encoding.UTF8.GetString(bytes);

around this issue You didn't do the translation in a proper way. What you did is called string replacement, not the translation. The proper way of translation is to make a language_code.po and language_code.mo file using software like PoEdit :)
I've added some links below for your convenience.

help you fix your problem You have a text encoding problem. The most likely possibility is that your text is being interpreted as Mac OS Roman -- ÄÖÜß encoded as ISO8859-1 is C4 D6 DC DF; after decoding as Mac OS Roman, that comes out as ƒ÷‹fl. The last character is different from your sample, but it's close enough that I suspect it's a match.
Pass an encoding to html_entity_decode -- ideally UTF-8 -- and make sure that your page is using an appropriate character set. Since you're using array_map, passing an encoding is a little awkward; if you're using a modern version of PHP, I'd recommend:
code :
$html["address_array"] = array_map(
    function($x) {
        return html_entity_decode($x, ENT_COMPAT, "UTF-8");
    },
    $html["address_array"]
);
the characters except 0x00-0x7F are not been shown when converted to "UTF-8" from "ISO-8859-1"
