Does ReaderWriterLockSlim have a finalizer?

wish of those help ReaderWriterLockSlim doesn't directly own any unmanaged resources, so it doesn't need a finalizer.
Its Dispose method (source) simply disposes other managed resources.

To fix this issue You have multiple dictionary objects in the Cache, and you want each one locked independently. The "best" way is to just use a simple class that does it for you.
code :
public class ReadWriteDictionary<K,V>
{
    private readonly Dictionary<K,V> dict = new Dictionary<K,V>();
    private readonly ReaderWriterLockSlim rwLock = new ReaderWriterLockSlim();

    public V Get(K key)
    {
        return ReadLock(() => dict[key]);
    }

    public void Set(K key, V value)
    {
        WriteLock(() => dict.Add(key, value));
    }

    public IEnumerable<KeyValuePair<K, V>> GetPairs()
    {
        return ReadLock(() => dict.ToList());
    }

    private V2 ReadLock<V2>(Func<V2> func)
    {
        rwLock.EnterReadLock();
        try
        {
            return func();
        }
        finally
        {
            rwLock.ExitReadLock();
        }
    }

    private void WriteLock(Action action)
    {
        rwLock.EnterWriteLock();
        try
        {
            action();
        }
        finally
        {
            rwLock.ExitWriteLock();
        }
    }
}

Cache["somekey"] = new ReadWriteDictionary<string,int>();

To fix the issue you can do Is your ASP.NET application regularly encountering thread aborts (from other threads) or trying to survive OutOfMemoryExceptions? If not, I can't see that the post is too worrying... and if it is, I'd argue you've got bigger problems.
In particular, note this bit:

may help you . During your deadlock just look at the current threads in the thread debugging panel, go through your call stack and you'll find out which thread took the lock.
If you need to know the thread id in your code, you can always save it staticly, or inherit from readerwriterlockslim and add a thread property.

will be helpful for those in need They have different semantics. A Monitor (lock) allows one thread to own the "lock", and that's it. A ReaderWriterLock[Slim] allows any number of readers, or (one writer and nobody else).
So a reader-writer setup might be useful if writes are rare and reads take a non-trivial amount of time, so that you can have multiple concurrent readers, and yet lock everyone out when you need to mutate the data.

it fixes the issue Analysing a heap dump I look for instances of java.lang.ref.Finalizer class. java.lang.ref.Finalizer has 'next' and 'prev' member fields for maintaining linked list. I always get FileInputStream as a tail of the list and FileOutputStream as previous entry to it (analysed several heap dumps). File descriptors for FileInputStream and FileOutputStream are always 0 and 1 respectively: , Maybe the following test program will shed some light on it:
code :
Field fd = FileDescriptor.class.getDeclaredField("fd");
fd.setAccessible(true);
System.out.println("stdin:  "+fd.get(FileDescriptor.in));
System.out.println("stdout: "+fd.get(FileDescriptor.out));
System.out.println("stderr: "+fd.get(FileDescriptor.err));
stdin:  0
stdout: 1
stderr: 2
