To fix the issue you can do I was moving my app from Nitrous.io which uses SQLite to Heroku for production which uses Postgres, and I got the following error. 2 things, I don't get why it won't do change_column, and I definitely don't understand their "hint". How can I go about implementing properly? , Try:

With these it helps Do you have Cygwin installed? This article (in Japanese) mentions this error and points to this SO question which suggests you make sure Cygwin and possibly ncurses is installed. A comment there links to this article which may also have useful information.
It looks like the issue is that heroku is looking for the tput command in your shell which is not available (which I believe comes with ncurses).

fixed the issue. Will look into that further Precompile
To give you some clearer definitions - Heroku isn't the only system which requires you to "precompile" your assets. Asset precompilation is a pre-requisite of most Rails production environments, as it allows you to serve static assets (files) - perfect for speed & efficiency
