This might help you Could never get this to work. However, since 9.4 is out, I went with that. I did not install using the package manager (apt-get) and instead compiled from source as instructed in the official documentation. That worked perfectly.

hope this fix your issue /etc/services is only advisory, it's a listing of well-known ports. It doesn't mean that anything is actually running on that port or that the named service will run on that port.
In PostgreSQL's case it's typical to use port 5432 if it is available. If it isn't, most installers will choose the next free port, usually 5433.

like below fixes the issue Well, for some reason you have put the full path as the NAME parameter, so it's not surprising that Django is using that. There's no reason to do that, and that tutorial you link to doesn't suggest it. NAME is the database name itself, which as you say is just "django_db".

help you fix your problem You have to edit postgresql.conf file and change line with 'listen_addresses'.
This file you can find in the /etc/postgresql/9.3/main directory.

may help you . The log is telling me invalid CIDR mask in address 10.0.0.0/255 :: 255 might be larger than 32
Postgres refuses to start, because it refuses the netmask /255 which islarger than the possible number of bits in the (32 bits) IP-address. You could consider this to be a bit picky for the .hba parser, but it could also be considerered a configuration error.

To fix the issue you can do Your configuration picture is showing a setting of Publicly Accessible = No.
You will need to modify your database to set this to Yes.
