How can I get AngularJS ui-router to respond correctly to a browser page refresh?

I wish did fix the issue. This is happening because you are using HTML5mode. You can either disable it or configure your server to handle it.
When you click a link on the page, the javascript changes the displayed url, but it does not actually navigate to the new url. When you refresh, the browser makes a request to the server for the new url. The server is treating it as a regular request, but it does not have any page at that url, so it returns a 404. You can configure the server to redirect any url to your main page so that this doesn't happen. When you refresh (with proper configuration), the server will send back index.html (or whatever your main page is) and the javascript can fetch the arguments out of the url.

wish helps you Sounds like your server is not re-writing the urls to the app's base URL.
The URL re-writing needed on the web server is server-dependent. For Apache, you'd use mod_rewrite.

this will help This is occurring because you are using HTML5Mode = true in your Angular Application. Angular uses "hash" (/#register) routes to handle it's routing by default, in order to ensure that the browser does not perform a page reload from the server.
Using HTML5Mode, you can suppress the #, but at a cost. The browser must be HTML5 compliant, because HTML5Mode uses HTML Push State (HistoryAPI).

I wish this helpful for you To persist data on refresh you will need to store it in browser storage. Here is a good example of a factory using localStorage.
