like below fixes the issue I found the solution
The machine where we faced this issue, had java 1.6 executable copied in system32 folder, and when we removed those files and updated path to use jdk 1.7, issue got resolved....

it fixes the issue Based on what you have here this will work correctly, but I don't think it's best practice going forward.
This works because your shim has required that main depends upon one and one depends upon two. When main is attempted to start two will run, then one will run, and finally somethingThatUsesOneAndTwo will run.

wish help you to fix your issue You have put SLF API in a wrong class loader.
Class loader hierarchy looks something like this (it may be a bit inaccurate):

BootstrapClassLoader - loads Java classes
   ^
   |
ExtClassLoader - loads some additional libs
   ^
   |
AppClassLoader - loads Jetty and slf4j-api
   ^
   |
WebAppClassLoader - loads your application and can load slf4j-impl

I wish this help you I got in a similar situation
VS2017 (15.5.6). "The operation failed as details for project 'x' could not be loaded" for a .Net Core project. dotnet restore command seemed to wor at first, but errors remained. Also, the special folder Dependencies was marked with a yellow "warning" icon in each project.

like below fixes the issue It seems that the proj-app dependency is build in a spring boot fashion way. This means that the artifact obtained is a executable spring boot far jar.This is why tha proj-integration-tests could not found the classes from proj-app at the compile time.
So in order to maintain the executable jar, and to have proj-app as a dependency in proj-integration-tests module, I've modified the build.gradle from proj app to create both jars: in a spring boot fashion way and the standard version:

baseName = 'proj-app'
enabled = true

To fix the issue you can do add JAVA_HOME to your environment variables for mine it is C:\Program Files\Java\jdk1.8.0_144 It worked for me maybe it will for you.
