wish of those help In your hover function, why don't you add a new class that has the attribute display:block. Prior to setting this, call the close function for any open sub-menu that already has the selected class.
It may look something like this:
code :
$(function () {
     $("ul.menu-main > li").hover(function () {
        //Don't do this again if the same menu is hovered
        if (!$(this).hasClass('selected')) {
            //Ensure any open sub-menu is closed.
            $("li.selected").children("ul").stop(true, true).slideUp(300);
            $(".contact-details-container p").stop(true, true).fadeIn(2000);
            $("li.selected").removeClass('selected');

            //Open sub-menu
            $(this).addClass('selected');
            $(this).children("ul").slideDown(300);
            $(".contact-details-container p").fadeOut(200);
        }
    });
});

Does that help I have two divs (#one, #two) - one is on the upper level and the other one is contained in many others (here is only one, for example): , Select both "#one" and "#two" by using this selector $('#two,#one');
code :
$('#one').hide();
$('#two,#one').hover(
    function() {
        $('#one').show();
    },
    function() {
       $('#one').hide();
    }
);

wish help you to fix your issue You may not need jQuery to do this.
Given the markup you provided, just use plain CSS and utilize the adjacent sibling combinator, +:
code :
.description {
    display: none;
}
.title:hover + .description,
.description:hover {
    display: block;
}
$(".title, .description").hover(function () {
    // ...
});

Any of those help You can change your else to and else if in order to check if #startMenu is hovered on or not. Then you'd also just want to make sure to call .hover() on both #menuDesktop and #startMenu, so that things slide back into place when you hover off of #startMenu as well.
code :
$("#menuDesktop, #startMenu").hover(function() { //Added #startMenu to selector
  if (!timeoutId) {
    timeoutId = window.setTimeout(function() {
      timeoutId = null;
      $("#topBarDesktop").slideUp('400');
      $("#startMenu").slideDown('1000');
    }, 400);
  }
}, function() {
  if (timeoutId) {
    window.clearTimeout(timeoutId);
    timeoutId = null;
  } else if ($("#startMenu:not(:hover)").length && $("#menuDesktop:not(:hover)").length) { //Checks that neither #startMenu or #menuDesktop is hovered on.
    $("#startMenu").slideUp('slow');
    $("#topBarDesktop").slideDown('400');
  }
});
