hope this fix your issue That's because available() doesn't do what you think it does. Read its API documentation. You should simply read until the number of bytes read, returned by read(), is -1. Or even simpler, use Files.copy():

byte[] buffer = new byte[4096]; // number of bytes in memory
int numberOfBytesRead;
while ((numberOfBytesRead = in.read(buffer)) >= 0) {

To fix the issue you can do Generally no, otherwise a java program would never be able to download anything very large. (it's possible that small responses are fully buffered in memory).

like below fixes the issue Yep, your solution with MemoryStream will not work well for huge files. You could fix it by saving downloaded content to some temporary file and then uploading it content:

What I want to know is how the size of the bytes coming into the buffer at the time of downloading can always be filled with 4096.

it should still fix some issue You're unconditionally writing out the whole of the buffer on each iteration. You should only write out as many bytes as you've just read:
