I hope this helps you . I decided to use science. I ran an experiment with my server under a load-testing tool, where I repeatedly edited and saved my Web.config file while requests were poured in.
No requests were dropped when changes were saved to the Web.config file.

seems to work fine A hack way of recycling just your app pool is to add then delete a subfolder. This will trigger an app recycle.

To fix the issue you can do I fixed the issue by modifying the App config file that would be in the same directory as the bin, obj folders etc.
Putting the tag in the last part of the XML in this file will build the console app config in the same manner.

To fix the issue you can do Found the problem! Now user session is retained when we recycle the app pool. 'Custom account' Behaving the same as ApplicationPoolIdentity.
When we are Custom account instead of the ApplicationPoolIdentity, had to set Load User Profile property in IIS app pool to True (which is the default value for IIS 8).

I wish did fix the issue. There is a setting called disallowRotationOnConfigChange which controls that, whose default value is false unfortunately ,
