Any of those help You don't need to pass in parameters event and ui, those are the first 2 default arguments.
Replace ...
code :
onStart:'set_board_item_id_panel(event, ui, {board_item_id: item.board_item_id})'
onStart:'set_board_item_id_panel({board_item_id: item.board_item_id})'
....
$scope.set_board_item_id_panel = function (event, ui, board_item_id) {
    console.log(board_item_id);
}
....

fixed the issue. Will look into that further I took S. Gehrigs idea and went a bit further with it, why not not put all the replacement functionality inside the class?
code :
<?php
class Replacer {

    private $additional = 'X';

    private function next_year($matches)
    {
        // as usual: $matches[0] is the complete match
        // $matches[1] the match for the first subpattern
        // enclosed in '(...)' and so on
        return $this->additional . $matches[1].($matches[2]+1);
    }

    public function replace_years($text)
    {
        return preg_replace_callback( "|(\d{2}/\d{2}/)(\d{4})|", array($this, 'next_year'), $text);
    }
}

$text = "April fools day is 04/01/2002\n";
$text.= "Last christmas was 12/24/2001\n";

$Replacer = new Replacer();
echo $Replacer->replace_years($text);
[~]> php test.php
April fools day is X04/01/2003
Last christmas was X12/24/2002

I hope this helps you . To get an additional parameter into your slot, you can use a QSignalMapper – the documentation has an example of adding a QString const& parameter, but you can use an int in exactly the same way to pass the value to a makeDrag(int).
You could then use QMimeType's setData (converting your int to a QByteArray using QByteArray::number for example) to get that value to the drop target.

To fix this issue I have problem about passing parameter in callback function. I use redux-form, when I change select in SkinList, then it triggers onChange call back - activeSkinChange method
code :
export default class SkinList extends Component {
    activeSkinChange (event){
        this.props.handlSkinChange(event.target.value);
    }

    render() {
        const { skinList, activeSkin } = this.props;
        return (
            <div>
                <select className="form-control" onChange={this.activeSkinChange.bind(this)} value={activeSkin}>
                    {this.renderOptions(skinList)}
                </select>
            </div>
        );
    }
}

export default class Control extends Component {
  onHandlSkinChange (value, activeSkin ) {
     console.log("CHECK",value,activeSkin);
  }

  render() {
    return (
      <Field
        name="skin.colors.activeSkin"
        component={activeSkin => <SkinList skinList={skinList} activeSkin={activeSkin}
         handlSkinChange={v=>this.onHandlSkinChange(v,activeSkin)}/>
      }/>
    );
  }
}

To fix the issue you can do Would something like below accomplish your goal?
Initialize nativeElement x and y
code :
dragStart(e, action) {
    const rect = e.source.element.nativeElement.getBoundingClientRect();

    // initialize start X coord
    this.startX = rect.x;
    // initialize start Y coord
    this.startY = rect.y;
  }
dragMoved(e, action) {
    // record new position
    this.currentX = e.event.clientX;
    this.currentY = e.event.clientY;
    // logic to set startX and startY
    // TRYING TO CHANGE CARD BORDER COLOR IF this.endX - this.startX > some number
    if(this.startX < this.currentX){
      this._renderer.setStyle(e.source.element.nativeElement, 'border-style', 'solid');
      this._renderer.setStyle(e.source.element.nativeElement, 'border-color', 'green');
    }
    else if (this.startX > this.currentX){
      this._renderer.setStyle(e.source.element.nativeElement, 'border-style', 'solid');
      this._renderer.setStyle(e.source.element.nativeElement, 'border-color', 'blue');
    }
  }
@ViewChild('cdkDropList') _dropList:any;
*ngFor="let action of actions; let i = index"
(cdkDragMoved)="dragMoved($event, action, i)"
dragMoved(e, action, i) {
    // record new position
    this.currentX = e.event.clientX;
    this.currentY = e.event.clientY;
    // logic to set startX and startY
    // TRYING TO CHANGE CARD BORDER COLOR IF this.endX - this.startX > some number
    if(this.startX < this.currentX){
      this._renderer.setStyle(this._dropList.nativeElement.children[i], 'border-style', 'solid');
      this._renderer.setStyle(this._dropList.nativeElement.children[i], 'border-color', 'green');
    }
    else if (this.startX > this.currentX){
      this._renderer.setStyle(this._dropList.nativeElement.children[i], 'border-style', 'solid');
       this._renderer.setStyle(this._dropList.nativeElement.children[i], 'border-color', 'blue');
    }
  }

To fix this issue There now exists a solution for adding own behaviour when insertions take place adding more flexibility:
