Does that help From a first glance: Why are you using a DataOutputStream ? Totally inadequate for your goal. Just use your provided outputstream:

This might help you There is only one thing you can write to an OutputStream: bytes. You have to do the composing of your bits into bytes yourself; only you know the rules how the bits are to be put together into bytes.

it fixes the issue When deal with stream, you often read bytes in chunk.
If you read / write byte one by one then there are lots of overhead (like init the array to store the byte, put the byte to stream, remember the current position in file... etc) for each byte.

I hope this helps you . You have initialized your FileOutputStream out twice: as soon as the second assignment takes place, the first created stream remains in the memory as non-referenced object until garbage collection takes place. Since the server is not stopped and probably memory load is not too high and garbage collector doesn't collect the garbage that's why you cannot delete it from Windows.
