hop of those help? Finally i solved the issue, thanks to Adrenaxus valuable comments all i did is deleted all the empty lines after closing php tag.Please note that you must do this in all php files in your application.
In my case i checked the current file which i was working and failed to replace the empty lines in other php files but the issue was still happening,removing empty spaces in all php files did the trick.

Any of those help You can ensure that the built-in default processing templates aren't applied if you ensure that you capture the root element on your first template, and thereafter only apply templates to the elements that you want mapped.
Also, another source of newlines could be if any of your text()s have additional whitespace in them, you can use the normalize-space() function to trim this out in your xsl:selects
code :
<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform" version="1.0">
    <xsl:output method="text"/>
    <xsl:template match="/xml">
        <xsl:apply-templates select="Parent"/>
    </xsl:template>

    <xsl:template match="Parent">
        <xsl:variable name="mesg" select="Message"/>
        <xsl:if test="$mesg = 'An Exception is thrown testFunctionAlpha()'">
            <xsl:value-of select="Action"/>
            <xsl:text> </xsl:text>
            <xsl:value-of select="$mesg"/>
            <xsl:text> </xsl:text>
            <xsl:apply-templates select="Property[@key='Direction']"/>
            <xsl:text> </xsl:text>
            <xsl:apply-templates select="Property[@key='MethodName']"/>
            <xsl:text> </xsl:text>
            <xsl:apply-templates select="Property[@key='ReturnValue']"/>
        </xsl:if>
    </xsl:template>

    <xsl:template match="Property">
        <xsl:value-of select="@value"/>
    </xsl:template>

</xsl:stylesheet>
<xml>
    <Parent>
        <Action>POSTACTION</Action>
        <Message><![CDATA[An Exception is thrown testFunctionAlpha()]]></Message>
        <Property key="Direction"  value="IN"/>
        <Property key="MethodName"  value="testFunctionAlpha"/>
        <Property key="ReturnValue"  value="exception"/>
    </Parent>

    <Parent>
        <Action>PREACTION</Action>
        <Message><![CDATA[This is message of myFunction ]]></Message>
        <Property key="Direction"  value="IN"/>
        <Property key="MethodName"  value="myFunction"/>
        <Property key="ReturnValue"  value="cmy::returnvalue"/>

will be helpful for those in need I am using CSVWriter to write to csv by using the following link: , You could do
code :
writer.Write($"TRAILER:{"qsaam_promos.csv"}|{DateTime.Now.ToString("ddMMyyHHmm")}|{asRunLogs.Count}");
writer.Flush();
csv.WriteRecord(new CSVFooterRecord()
{
    FooterText =
        $"TRAILER:{"qsaam_promos.csv"}|{DateTime.Now.ToString("ddMMyyHHmm")}|{asRunLogs.Count}"
});

this will help If someone runs into the same problem : I created a ticket to Google Cloud Support and they found that the conversion wasn't completed successfully despite 200 response code. They had also mentioned that the conversion failed on timeout, because the document is very big (conversion couldn't complete in time). So they recommend as a workaround to split document to parts before conversion until they fix the bug on their side.

it fixes the issue MESSAGE is not usually what you want to use for output to a file, it has many extra behaviors specific to interacting with users in the context of providing error messages etc. PUT is generally more appropriate for writing files. Embedding CHR(10) is also not a good idea -- that is a very OS specific line terminator. CHR(10) is a Unix style newline but you are clearly running on Windows (which uses CHR(10) + CHR(13).
I might re-write your code as follows:
code :
DEFINE VARIABLE cExportData AS CHARACTER NO-UNDO FORMAT 'X(250)'.
DEFINE VARIABLE cPath AS CHARACTER NO-UNDO.
DEFINE VARIABLE cExt AS CHARACTER NO-UNDO.
DEFINE VARIABLE cSFTL AS CHARACTER NO-UNDO FORMAT 'X(150)'.
DEFINE VARIABLE cMessageDateTime AS CHARACTER NO-UNDO.

/* the "." that you had at the ends of the ASSIGN sub statements
 * is turning it into 3 distinct statements, not one as your
 * indentation shows
 */

ASSIGN
  cPath  = "R:\Downloads\progress\"
  cExt   = ".Txt"
  cMessageDateTime = "123456789"
. /* end the ASSIGN statement */

/* if you are using MTIME because you imagine it will make your
 * filename unique then you are mistaken, on a multi-user or
 * networked system it is trivial for 2 processes to create files
 * at the very same MTIME
 */

OUTPUT TO VALUE (cPath + cMessageDateTime + STRING(MTIME) + cExt ).

/* usually some kind of looping structure would output each line
 * building the whole output by concatenating into a string will
 * eventually exhaust memory.
 */

put unformatted "Data1" skip "Data2" skip "Data3" skip "End." skip.

/* the final SKIP might not be needed - it is unclear to me
 * if that is a problem for your client
 */

/* as originally written this creates
 * an empty file called "CLOSE"
 */

OUTPUT /*** TO ***/ CLOSE.

help you fix your problem It seems that pandas somehow gets the line separator wrong, or maybe, because you didn't open the file as a text file. I would try to open the file with the following options:
code :
open(..., mode='at', newline='\n')
