I think the issue was by ths following , I had the same problem installing postgres using homebrew on a freshly installed Yosemite.
First off my brew config looks like this:

I wish this help you I can't run anything in brew. I do not know what has happened. I tried to install Jekyll and I started getting this error. , Try switching over to rbenv to install and manage your ruby:

$ brew update
$ brew install rbenv ruby-build
$ rbenv install 2.0.0p481

Any of those help brew prune is meant for this. You can also dry run it to see what will be removed with the --dry-run flag.

prune [--dry-run]
              Remove dead symlinks from the Homebrew prefix. This is generally not needed, but can be useful when doing DIY installations. Also remove broken  app
              symlinks from /Applications and ~/Applications that were previously created by brew linkapps.

              If --dry-run or -n is passed, show what would be removed, but do not actually remove anything.

help you fix your problem Somehow my RVM is unable to install gems because my openssl stopped working. I have openssl and openssl@1.1 installed through brew. After updating to macOS 10.14 I am unable to install gems. When I try I get: , I was able to install gems. I had to recompile all rubies:

$ ram uninstall ruby-1.8.7-p374
$ rvm install ruby-1.8.7-p374 --with-gcc=clang
$ rvm use ruby-1.8.7-p374@openssl-test01 --create
$ gem install rdoc-data -v 3.12

this one helps. I found it. Dug through a whole bunch of bullshit in gem, through gem_runner.rb and command_manager.rb into command.rb, where I found:
