To fix the issue you can do If you use moment.js and it's companion timezome script, they make checking for DST pretty easy:

fixed the issue. Will look into that further I haven't dealt with the same scenarios personally, but seeing Date, timezone issues etc. pop up automatically triggers thoughts about some potential issues stemming from the use of local date objects as opposed to UTC date objects.
IMO, things are simply better off if all computation, serialization of dates only worked in the UTC space, and finally when it comes to present a date from a user, it is converted to local or appropriate time zone depending on the scenario. On the flip-side, the user enters local or some time zone relative entry, and immediately that is converted to UTC as the internal representation. This avoids all sorts of confusion across different layers/tiers of the app.

hop of those help? This code uses the fact that getTimezoneOffset returns a greater value during Standard Time versus Daylight Saving Time (DST). Thus it determines the expected output during Standard Time, and it compares whether the output of the given date the same (Standard) or less (DST).
Note that getTimezoneOffset returns positive numbers of minutes for zones west of UTC, which are usually stated as negative hours (since they're "behind" UTC). For example, Los Angeles is UTC–8h Standard, UTC-7h DST. getTimezoneOffset returns 480 (positive 480 minutes) in December (winter, Standard Time), rather than -480. It returns negative numbers for the Eastern Hemisphere (such -600 for Sydney in winter, despite this being "ahead" (UTC+10h).

To fix this issue In the general case this is a complex problem that is not amenable to a hand-rolled solution. Relying on an external module that is vetted and maintained by someone dedicated to the task, such as pytz, is the only sane option.
However given the constraint that you're only interested in U.S. time zones, Eastern in particular, it's possible to write a simple function. It is obviously only good for the current (2016) rules, which last changed in 2007 and might change again at any time. Those rules state that DST starts on the second Sunday in March and ends on the first Sunday in November.
