it should still fix some issue There is a difference when running commands in a batch script. You need to double your % signs. Try this:

This might help you As per Just TFS's answer, you need to be in the folder that is in your workspace before you run TF. it might work fine with VS but with MSBuild pure you need to be in the folder. Now you technically don't need to put the full path when doing the get then. just MIME.dll.
Just out of curiosity, why are you running an MSBuild TF get command? is this in you automated build? You should start using PowerShell and run a pre-build script to get the info you need. You could also use Nuget with package restore to get any DLLs needed for compilation.

Does that help After successfully build the project and with Zero error task was getting failed. After a day research, finally found that my web application is having some functions with Microsoft office and feature Package was not installed with the Microsoft Office. And after building at the time of publishing it was throwing the error.

it should still fix some issue I assume you checked the command on the target computer to check it works.
When using psexec, you can specify the user it will run on the target machine. Are you sure the user has rights to files ? To check this, you can use Process Monitor to check access on file system. You'll be able to see if some files cannot be accessed.
