wish of those help You should write the receiver code in a background page, instead of at the popup. Content scripts communicate with the background page, by default.
If you're in need of decent documentation, have a look at:

To fix this issue Ok, took a while, but I found the culprit and fixed it. I used Yeoman and Generator-Chrome-Extension to bootstrap the extension. One of the tasks in the Gruntfile.js reads like this:
code :
grunt.registerTask('manifest', function() {
        var manifest = grunt.file.readJSON(yeomanConfig.app + '/manifest.json');
        //manifest.background.scripts = ['scripts/background.js'];
        grunt.file.write(yeomanConfig.dist + '/manifest.json', JSON.stringify(manifest, null, 2));
    });

This might help you You aren't declaring and using the arguments sent to the receiver's event listener. Your modified argument is sent as a property on an argument passed to your callback. That's where you have to get it from when using your code. Also, I added a console.log() at the start of your callback so you can see if it's getting called:
code :
chrome.runtime.onMessage.addListener(function(message) {
    console.log("received message");
    if (message.modified == "true") {
        alert("modified message recieved");
        fourth();
    }
});

To fix the issue you can do If it is working fully and efficiently, you shouldn't be concerned.
Chrome is known for leaving in snippets of code from the development stage which crop up later on with no real benefit to the developer.

I hope this helps you . The documentation provides an example where you specify a PAC script:
code :
var config = {
  mode: "pac_script",
  pacScript: {
    data: "function FindProxyForURL(url, host) {\n" +
          "  if (host == 'foobar.com')\n" +
          "    return 'PROXY blackhole:80';\n" +
          "  return 'DIRECT';\n" +
          "}"
  }
};
chrome.proxy.settings.set(
    {value: config, scope: 'regular'},
    function() {});
