With these it helps Background-processes needs to be started at container-start, not image build. So your script needs to run via CMD or ENTRYPOINT.
CMD or ENTRYPOINT can still be a script, containing multiple commands. But I would imagine in your case, if you want several background processes, that using example supervisord would be your best option.

around this issue The d.build_image "/vagrant/Dockerfile" option should refer to the containing folder of the Dockerfile, in this case:
code :
Vagrant.configure("2") do |config|
    config.vm.provider "virtualbox"
    config.vm.box = "ubuntu/trusty64"
    config.vm.hostname = "ubuntu"

    config.vm.network :private_network, ip: "192.168.0.200"
    config.ssh.forward_agent = true
    config.ssh.insert_key = false

    config.vm.provision "docker" do |d|
        d.build_image "/vagrant"
        d.build_args = ['--tag "container"']
        d.run "container"
    end
end
Docker Container(Dockerfile from other image) immediately exit - It is all about Dockerfile not command

it fixes the issue Within your docker image CMD can be used only once. If you have more than one, only the last one will run.
You will need to add the
code :
CMD ["rails", "server", "-b", "0.0.0.0"]

hop of those help? To use Numpy on python3 here, we first head over to the official documentation to find what dependencies are required to build Numpy.
Mainly these 5 packages + their dependencies must be installed:
code :
FROM gliderlabs/alpine
ADD repositories.txt /etc/apk/repositories

RUN apk add --no-cache --update \
    python3 python3-dev gcc \
    gfortran musl-dev

ADD requirements-pip.txt .
RUN pip3 install --upgrade pip setuptools && \
    pip3 install -r requirements-pip.txt

ADD . /app
WORKDIR /app
ENV PYTHONPATH=/app/
ENTRYPOINT python3 testscript.py
http://dl-5.alpinelinux.org/alpine/v3.4/main
numpy
import numpy as np

def random_array(a, b):
    return np.random.random((a, b))

a = random_array(2,2)
b = random_array(2,2)
print(np.dot(a,b))
docker build -t minidocker .
docker run minidocker
[[ 0.03573961 0.45351115]
[ 0.28302967 0.62914049]]

hope this fix your issue You can specify the path to the Dockerfile using the DockerfileFile property.
Start Visual Studio 2019 as Admin (necessary in my case) Edit targeted .csproj Add the DockerfileFile attribute with the relative path (parent folder in my case) Keep the DockerfileContext as is.
code :
<PropertyGroup>
    <TargetFramework>netcoreapp3.0</TargetFramework>
    <UserSecretsId>secretstuff</UserSecretsId>
    <DockerDefaultTargetOS>Linux</DockerDefaultTargetOS>
    <DockerfileContext>.</DockerfileContext>
    <DockerfileFile>..\Dockerfile</DockerfileFile>
    <GenerateAssemblyInfo>false</GenerateAssemblyInfo>
</PropertyGroup>
