it helps some times The default cloudapp urls are 30x redirects, and unfortunately at the time of this answer, pgbackpus doesn't follow redirects. I should get around to fixing that sometime, but in the mean time, do a curl -I on your cloudapp url and find the real url, and use that.
The hint there is the "invalid path" in the logs at the bottom.

it should still fix some issue You can use COPY to dump just the fields you want, and load them in the other db:
code :
COPY (
  SELECT e.tposted, e.patient_recid, d.fileoninsurance
  FROM encountertimes e
  JOIN daysheets d USING(tposted, patient_recid)
) TO '/some/file'; -- or STDOUT

...

COPY charges (tposted, patient_recid, fileoninsurance) FROM '/some/file';

Any of those help This isn't an rsync question, this is an ssh question.
Just add this to your .ssh/config file and all should work:
code :
Host xxx.xxx.xx.xx
    ProxyCommand ssh zzz.zzz.zz.zz -W %h:%p

I wish this help you As per the ant documentation on the scp task, use localToDir instead of toDir when you have @ characters in the path:
code :
  ant.scp(file: "${userName}:${pwd}@${hostName}:${remoteFileAbsPath}", localtodir: localFileDirPath, trust: "true")
