hope this fix your issue After I did a bit of testing with multiple parameters, conclusion is that not much is left to be done. Here are some parameters I've set:
code :
  //set color efects to none

  //set antibanding to none
 if (cameraParameters.getAntibanding() != null) {

 // set white ballance
 if (cameraParameters.getWhiteBalance() != null) {

  //set flash
 if (cameraParameters.getFlashMode() != null) {

  //set zoom
 if (cameraParameters.isZoomSupported()) {

 //set focus mode

Any of those help You should simply call the empty constructor of Canvas and draw the photo on it. This would remove the copy() call and reduce the memory usage.
code :
photo = BitmapFactory.decodeByteArray(data, 0, data.length);
Bitmap cadre = BitmapFactory.decodeResource(getResources(), R.drawable.cadre16001200);
Canvas canvas = new Canvas();
canvas.drawBitmap(photo, 0, 0, null);
canvas.drawBitmap(cadre, new Matrix(), null);

photo.compress(CompressFormat.JPEG, 100, fos);

To fix this issue Your suspicion is most likely justified. I don't see when setPreviewDisplay() is called. But this call should complete for takePicture() to succeed.
It is impossible to simply call
code :
camera = new SurveillanceCamera(this, layoutForPreview);
