Hope this helps Windows Installer is not very reliable when it comes to handling reboots. A good approach is to determine yourself if the install or uninstall process requires a reboot and trigger it manually if it does.
To perform a reboot you can use the REBOOT property.

To fix this issue The Counter.update() method was designed to be faster. The __add__() method does more work because it has to eliminate non-negative values:

To fix this issue Counter.__iadd__ includes a linear scan of the self Counter to remove items with nonpositive counts. From cpython/blob/master/Lib/collections/__init__.py
