To fix this issue I'm using bower for the first time and all the documentation I can find shows you how to install one package at a time e.g. "bower install jquery". , simply create a bower.json file with
code :
bower init
  "dependencies": {
    "sass-bootstrap": "~3.0.0",
     ......

  },
bower install

I hope this helps . Hope you solved your problem. In case you didn't, here's what I did to solve that: press CTRL+C to stop the process. You'll then get a notification saying, "Dependencies installed for package i18n." It continues the installation afterwards. I scrolled up the terminal and found that bower install was being run by some post-installation script under the "packages/custom/i18n" folder to install the dependencies for the i18n package just prior to the "freeze". Since the installation went smoothly afterwards, I assume that the dependencies had already been installed and the "freeze" was just a minor hitch in the process. BTW, re-running npm install again goes smoothly without any hitches.
