fixed the issue. Will look into that further You're going about this in the wrong way. When you execute a PowerShell script via a vNext Release Template, it executes on the target machine. You don't need to mess around with Enter-PSSession or worry about credentials -- you enter all of that information in the "Execute PS/DSC Script" action.
Also, your #1 solution has no bearing on the problem you're experiencing: Release happens after build is complete. The build server is no longer involved by the time you're hitting this error.

this one helps. Azure Dev Ops now has a way of achieving this behaviour. You can modify the Continuous Deployment trigger for a Release definition. The two applicable options are:
Disable the (handily titled) Pull Request trigger Add a branch filter i.e. include only master

I wish this help you The problem was a bug in TFS 2017 which has been fixed in TFS 2017 Update 2.

help you fix your problem Turns out instead of using Connect-AzureRMAccount i needed to be using Add-AzureRmAccount, once i changed that i can now connect and start/stop App Services! Thank you for the help. – Link

Hope this helps Release Management as part of VSO currently only supports Azure agent less deployments with DSC or Powershell.
You will need to install a full Release Management server in an Azure VM or locally to get Agent deployments.

This might help you On-prem Release Management server does not work with Visual Studio Online, and it never will. Visual Studio Online has a hosted release management service, which only supports vNext release templates and releases to Azure environments.
Visual Studio Online and TFS will be getting a new, totally redesigned release management experience later this year, with no separate client/server.
