may help you . From the various comments, it looks like you rather want something like:
code :
if p is not None or s is not None:
    r = (p or ()) + (s or ())
    r = (() if p is None else p) + (() if s is None else s)

help you fix your problem Python Boolean operators return the last value evaluated, not True/False. The docs have a good explanation of this:

this one helps. If you are thinking of trying to emulate JavaScript or other languages ternary operators, you have to do it something like this:
code :
print("even" if a%2 == 0 else "odd")
print(a%2 and 'odd' or 'even')

I think the issue was by ths following , Comparisons are executed before and, which in turn comes before or. You can look up the precedence of each operator in the expressions documentation.
So your expression is parsed as:

hope this fix your issue This is from the logical short-cuts that many languages take. The and operator in this case appears in the low-level code as if it were:
code :
a = 2
b = 4
return b if a else a
if not a:
    return a
    return b

like below fixes the issue The bits of the flag member are assigned more meanings than just _READ (01), _EOF (010, which is octal for 8), and _ERR (020, 16). There are also _WRITE (02) and _UNBUF (04).
Kernighan and Ritchie’s code, (fp->flag & (_READ | _EOF | _ERR )) != _READ, is true if and only if _READ is clear, _EOF is set, or _ERR is set.
