Hope this helps How do I compile my apps with my developer certificate keys when using cordova from the command line? ,
Remove the console plugin:

Any of those help Yes, you can build as "Android" app and cordova APIs will work as long as "cordova.js" script tag is included. It was mainly meant for building apps with intel.xdk APIs, Cordova 2.9 support was later added, Cordova plugins are not supported in this build.
"Cordova for Android" is in beta release, this is more like an actual Cordova app built using Cordova CLI, Cordova plugins will soon be supported, intel.xdk APIs are not supported. You have to include "cordova.js" script tag for Cordova APIs to work. This will become the default build for Android in future.

should help you out I have the same problem. Could it be possible that you've updated to cordova 4? I've realized the problem after doing so.
@Dev creating a windows project works, but creating a wp8 is still a problem. When using "cordova platform remove wp8" you can add wp8 as a platform, but when building a wp8 project it produces the same error.

I wish did fix the issue. Cordova doesn't support certificate pinning but can be achieved using the Intel App Security API which comes as a Cordova plugin.

Unfortunately for some reason, the hooks don't appear to work reliably - sometimes they do, sometimes they don't. This feels like it may be due to a race condition caused by the hooks running asynchronously with the rest of the build process - so sometimes the gradle build has started before the gradle files can be modified.
