This might help you sudo permissions are about the user/group you are changing from not the user you are changing to.
So are those permission lines are letting the testuser user and the testgroup group run any command (as anyone) without a password.

fixed the issue. Will look into that further ssh tries to run the command on the host without any interaction. In your case, sudo needs a password, which it can't get because it is not an interactive session. If you really want this, configure sudo to accept you without asking for a password.
Edit: also, ssh && will run command2 on the local machine, not on the remote machine.

it should still fix some issue Although my setup is a little different (I'm not trying to achieve it without a password), I use this in the sudoers file:

Defaults:apache !requiretty
echo '{password}' | sudo -S {command}
