I wish this help you I've spent a few days fighting with this and have come asking if anyone can see what I'm doing wrong. I am trying to make use of the Windows7 RSS Theme. As, in concept, it sounds wickedly cool to be able to define my desktop as a FEED URL. , Nevermind! I got it working myself,
code :

Fun Feeds

[Post Title]

[Post Text]

[Slideshow]
Interval=1800000
Shuffle=1
RssFeed=http://www.link.to/custom/rss.php
ImagesRootPath=%SystemRoot%\

How to apply Theme.Wallpaper at runtime on android?

Hope this helps It works when you call the setTheme() method even before the call to the constructor of your parent class (i.e. before super.onCreate(...)).
The following works for me:
code :
public void onCreate(Bundle savedInstanceState) {
    setTheme(android.R.style.Theme_Wallpaper);
    super.onCreate(savedInstanceState);
    setContentView(R.layout.main);
}

like below fixes the issue Figured it out. This can be achieved by editing the background property rather than the color property.
code :
<resources>

</resources>

fixed the issue. Will look into that further Inside your styles.xml file, for getting the Action Bar working, use the theme with parent as android:Theme.Holo.Light.DarkActionBar
For getting the attributes of a Wallpaper Theme in android, use the items that are used by the android Wallpaper theme style, like, showWallpaper -> true ...
code :

With these it helps I have finally found the answer, it's a bit complex:
In a project built for a target above 14 (mine is 17) eclipse automatically creates a "values-v11" and a "values-v14" folders (applyed for phones or AVDs with api version 14 and above or 11 and above). In those folders are style.xml files that contain the "AppBaseTheme" style, This "AppBaseTheme" style replaces the one in the default "values" folder, which is the parent of (or: is extended by) the "AppTheme" style that is applyed by default to the application..

it fixes the issue Define your own theme if you haven't already and set android:windowBackground to transparent and android:windowShowWallpaper to true.
Example:
code :
