it fixes the issue After chatting on Google Plus, the root cause was due to the tutorial you are using with JSONParser. The JSONParser seems like a third party API, yucky...
You are getting back an Array from your server instead of an Object which caused the problem. Here is the implementation code shared on Google Plus
code :
// Create a new HttpClient and Post Header
HttpClient httpclient = new DefaultHttpClient();
HttpPost httppost = new HttpPost(URL);

try {

    // Building Parameters
    List<NameValuePair> params1 = new ArrayList<NameValuePair>();
    params1.add(new BasicNameValuePair(TAG_VANCODE, "VAN-ABC"));

    // Set HTTPPOST with your parameters
    httppost.setEntity(new UrlEncodedFormEntity(params1));

    // Execute HTTP Post Request
    HttpResponse response = httpclient.execute(httppost);

    // Setup an InputStream to handle the response.
    InputStream ips  = response.getEntity().getContent();
    BufferedReader buf = new BufferedReader(new InputStreamReader(ips,"iso-8859-1"), 8);

    // Use a reader to read the data and store it in a String builder
    StringBuilder sb = new StringBuilder();
    String s;
    while(true) {
        s = buf.readLine();
        if(s==null || s.length()==0)
            break;
        sb.append(s);
    }
    buf.close();
    ips.close();

    System.out.println("I AM HERE TESTING OUTPUT - " + sb.toString());

    // Take the JSON and create an array
    // sb.string should look like this
    JSONArray jr = new JSONArray(sb.toString());

    for(int i = 0; i<jr.length(); i++) {
        JSONObject jo = jr.getJSONObject(i);
        System.out.println("Document Number " + jo.getString("doccumentnumber"));
        System.out.println("Item Code: " + jo.getString("itemcode"));
    }

} catch (ClientProtocolException e) {
    e.printStackTrace();
} catch (IOException e) {
    e.printStackTrace();
} catch (Exception e) {
    e.printStackTrace();
}

it should still fix some issue When java program sends data to hardware, at that time, java program is the client and hardware is the server.
When the hardware sends data to java program, the hardware is the client and your java program is the server.

it fixes the issue Right now you are creating a new read stream and adding a listener to the converter on every new connection, that will cause trouble once you have more than one client (same event emitted multiple times, etc..). Instead of that you should keep just one reader and notify all open connections when there's a new record.
Also notice that the library you are using only accepts UTF-8 strings or binary type messages, row objects sent the way you're sending them now will be received as a "[object Object]" string after toString() is called on them. You should probably send just send the row string or use JSON.stringify / JSON.parse.
code :
var http            = require("http");
var tailStream      = require("tail-stream");
var Converter       = require("csvtojson").Converter;
var WebSocketServer = require("websocket").server;

var server    = http.createServer();
var wsServer  = new WebSocketServer({ httpServer: server });
var converter = new Converter({constructResult:false});
var logStream = tailStream.createReadStream("log.csv", { detectTruncate : false });

var connections = [];

server.listen(1337);
logStream.pipe(converter);

//----------------------------------------------------
converter.on("record_parsed", function (jsonObj) {

    connections.forEach(function(connection){
        connection.send(JSON.stringify(jsonObj));
    });
});

//----------------------------------------------------
wsServer.on("request", function(request) {

   var connection = request.accept(null, request.origin);

   connection.on("close", function() {
        connections.splice(connections.indexOf(connection), 1);
    });

   connections.push(connection);
});
var socket = new WebSocket('ws://localhost:1337/');

socket.onmessage = function (event) {
  console.log(JSON.parse(event.data));
}

Send UDP data from client (Unity) and send data back to same client from server

hope this fix your issue I am making a game in Unity and i'm trying to send data from client to server and back to the client (trying to save the instances), but when i receive data and try to send data back to the client it says the udp client is not connected. , You should call the c.EndReceive(...) only ones:
code :
public void ReceiveUdpCallback(IAsyncResult ar)
{
    UdpClient c = (UdpClient)ar.AsyncState;
    IPEndPoint receivedIpEndPoint = new IPEndPoint(IPAddress.Any, 0);
    Byte[] receivedBytes1 = c.EndReceive(ar, ref receivedIpEndPoint);   // <----------------
    Debug.Log("coming in receiveudpcallback!: " + receivedBytes1);
    Dictionary<string, string> values = new Dictionary<string, string>();

    Byte[] receivedBytes;
    try
    {
        receivedBytes = c.EndReceive(ar, ref receivedIpEndPoint);       // <----------------
    }
    catch (Exception e)
    {
        Console.WriteLine(e.StackTrace);
        return;
    }

    if (receivedBytes != null)
    {
        //byte[] dataBuffer = new byte[receivedBytesInt];
        // Array.Copy(_buffer, dataBuffer, receivedBytesInt);
        string textReceived = Encoding.ASCII.GetString(receivedBytes);
        Dictionary<string, string> data = GetDicValues(textReceived);

        HandleInputMessage(c, data);
    }
    udpClient.BeginReceive(ReceiveUdpCallback, ar.AsyncState);

}
